PAG LIN 1 1 Section 1. Section 256.11, Code 1997, is amended by adding 1 2 the following new subsection: 1 3 NEW SUBSECTION. 9. Unless a waiver has been obtained 1 4 under section 256.11A, each school or school district shall 1 5 provide an articulated sequential elementary-secondary 1 6 guidance program for grades kindergarten through twelve. The 1 7 guidance counselor shall meet the licensing standards 1 8 prescribed by the board of educational examiners. In 1 9 determining the requirements of this subsection for nonpublic 1 10 schools, the department shall evaluate the schools on a school 1 11 system basis rather than on an individual school basis. 1 12 Sec. 2. Section 256.11A, subsection 1, Code 1997, is 1 13 amended to read as follows: 1 14 1. Schools and school districtsunable to meet the1 15standard adopted by the state board requiring each school or1 16school district operating a kindergarten through grade twelve1 17program to provide an articulated sequential elementary-1 18secondary guidance programmay, not later than August 1,19951 19 1997, for the school year beginning July 1,19951997, file a 1 20 written request to the department of education that the 1 21 department waive the requirement,forestablished in section 1 22 256.11, subsection 9, that a school or school district 1 23 operating a kindergarten through grade twelve program, provide 1 24 an articulated sequential elementary-secondary guidance 1 25 program. The procedures specified in subsection 3 apply to 1 26 the request. Not later than August 1,19961998, for the 1 27 school year beginning July 1,19961998, the board of 1 28 directors of a school district or the authorities in charge of 1 29 a nonpublic school may request a one-year extension of the 1 30 waiver. 1 31 EXPLANATION 1 32 This bill reestablishes a statutory requirement that each 1 33 school or school district have, unless a waiver has been 1 34 obtained, an articulated sequential elementary-secondary 1 35 guidance program for grades kindergarten through 12.
