PAG LIN 1 1 Section 1. NEW SECTION. 261.26 OPTOMETRY SCHOOL GRANTS. 1 2 1. The commission shall contract with the proper officials 1 3 of states which have accredited schools and colleges of 1 4 optometry for the admission and education of qualified 1 5 applicants who are domiciliaries of Iowa and who have 1 6 demonstrated interest, aptitude, and readiness for study in 1 7 the field of optometry. In making a final determination of 1 8 who is a domiciliary of Iowa, the commission shall adopt rules 1 9 for each academic year consistent with those followed for 1 10 determining Iowa resident students in section 261.15 and 1 11 subject to the provisions of chapter 17A. 1 12 2. The commission shall contract for the right of not less 1 13 than ten qualified persons to enter accredited schools and 1 14 colleges of optometry during each academic school year. The 1 15 commission shall initiate an affirmative action program to 1 16 ensure equal opportunity for participation by women, men, and 1 17 minority students. The commission shall make a report 1 18 regarding its duties to the legislative fiscal committee at 1 19 such time as the legislative fiscal committee shall request. 1 20 3. There is appropriated from the general fund of the 1 21 state to the commission for each fiscal year the sum of fifty 1 22 thousand dollars to be used for providing funding to 1 23 individuals attending an optometry school pursuant to this 1 24 section. Funds expended on behalf of each person shall not 1 25 exceed five thousand dollars during any one fiscal year. 1 26 Moneys appropriated shall be in addition to amounts received, 1 27 if any, pursuant to section 261.25. 1 28 EXPLANATION 1 29 This bill provides that the college student aid commission 1 30 shall contract with state officials in states which have 1 31 accredited schools and colleges of optometry for the admission 1 32 and education of qualified applicants domiciled in the state 1 33 of Iowa demonstrating an interest in and readiness and 1 34 aptitude for the study of optometry. The commission shall 1 35 adopt rules consistent with Code section 261.15 and the 2 1 provisions of Code chapter 17A regarding the determination of 2 2 domiciliary status. The bill provides that an appropriation 2 3 of $50,000 shall be made from the general fund of the state to 2 4 be used to provide funding for optometry study, pursuant to a 2 5 grant program to be developed and administered by the 2 6 commission. The funds appropriated shall be utilized for 2 7 grants for not less than 10 qualified individuals annually, on 2 8 an affirmative action basis. Funds expended per recipient 2 9 shall not exceed $5,000 annually. The bill provides that the 2 10 commission shall make a report to the legislative fiscal 2 11 committee regarding its activities under this program upon 2 12 request. 2 13 LSB 1259HH 77 2 14 rn/jw/5
