PAG LIN 1 1 HOUSE FILE 92 1 2 1 3 AN ACT 1 4 RELATING TO ELIGIBILITY FOR RECEIPT OF MONEYS UNDER THE 1 5 SCHOOL IMPROVEMENT TECHNOLOGY PROGRAM. 1 6 1 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 8 1 9 Section 1. Section 295.2, subsections 2 and 8, Code 1997, 1 10 are amended to read as follows: 1 11 2. From the moneys appropriated in subsection 1 other than 1 12 the moneys allocated in subsection 3, for each fiscal year in 1 13 which moneys are appropriated, the amount of moneys allocated 1 14 to school districts shall be in the proportion that the basic 1 15 enrollment of a district bears to the sum of the basic 1 16 enrollments of all school districts in the state for the 1 17 budget year. However, except as provided in subsection 8, a 1 18 district shall not receive less than fifteen thousand dollars 1 19 in a fiscal year. The Iowa braille and sight saving school, 1 20 the state school for the deaf, and the Price laboratory school 1 21 at the university of northern Iowa shall annually certify 1 22 their basic enrollments to the department of education by 1 23 October 1. The department of human services shall certify the 1 24 average student yearly enrollments of thestate training1 25school, the Iowa juvenile home, Woodward state hospital-1 26school, and Glenwood state hospital-schoolinstitutions under 1 27 department of human services control as provided in section 1 28 218.1, subsections 1 through 3, 5, 7, and 8, to the department 1 29 of education by October 1. 1 30 8. For purposes of this section, "school district" means a 1 31 school district, the Iowa braille and sight saving school, the 1 32 state school for the deaf, the Price laboratory school at the 1 33 university of northern Iowa,the state training school, the1 34Iowa juvenile home, Woodward state hospital-school, and1 35Glenwood state hospital-schooland the institutions under the 2 1 control of the department of human services as provided in 2 2 section 218.1, subsections 1 through 3, 5, 7, and 8. However, 2 3 notwithstanding subsection 2, the amount of moneys allocated 2 4 to the institutions under the control of the department of 2 5 human services as provided in section 218.1, subsections 1, 2, 2 6 3, and 5, shall be a total of not more than forty-five 2 7 thousand dollars for each fiscal year, to be distributed 2 8 proportionately between the four institutions by the 2 9 department of education. 2 10 Sec. 2. Section 295.3, Code 1997, is amended to read as 2 11 follows: 2 12 295.3 SCHOOL IMPROVEMENT TECHNOLOGY PLANNING. 2 13 1.ThePrior to receiving funds under this chapter, the 2 14 board of directors of a school district shall adopt a 2 15 technology plan that supports school improvement technology 2 16 efforts and includes an evaluation component. The plan shall 2 17 be developed by licensed professional staff of the district, 2 18 including both teachers and administrators. The plan shall, 2 19 at a minimum, focus on the attainment of student achievement 2 20 goals under sections 280.12 and 280.18, shall consider the 2 21 district's interconnectivity with the Iowa communications 2 22 network, and shall demonstrate how, over a four-year period, 2 23 the board will utilize technology to improve student 2 24 achievement. A district needs to develop only one plan while 2 25 this chapter is effective.Technology plansThe technology 2 26 plan shall be kept on file in the district and a copy of the 2 27 plan, and any subsequent amendments to the plan, shall be sent 2 28 to the appropriate area education agency. Progress made under 2 29these plansthe plan shall be included as part of the annual 2 30 report submitted to the department of education in compliance 2 31 with sections 280.12 and 280.18. 2 32 2.EachPrior to receiving funds under this chapter, each 2 33 area education agency shall develop a plan to assist school 2 34 districts in the development of a technology planning process 2 35 to meet the purposes of this chapter. The plan shall describe 3 1 how the area education agency intends to support school 3 2 districts with instructional technology staff development and 3 3 training.For the fiscal year beginning July 1, 1996, and3 4ending June 30, 1997, prior to the receipt of funds, each area3 5education agency shall provide the department of education3 6adequate assurance that a technology plan as required under3 7this section has been or is being developed. For the fiscal3 8year beginning July 1, 1997, and for each succeeding fiscal3 9year, each area education agency shall submit its plan to the3 10department of education.The department shall approve each 3 11 plan prior to the disbursement of funds. An area education 3 12 agency needs to develop only one plan and send it to the 3 13 department of education while this chapter is effective. An 3 14 annual progress report shall be submitted to the department of 3 15 education. 3 16 3.ThePrior to receiving funds under this chapter, the 3 17 Iowa braille and sight saving school, the state school for the 3 18 deaf, and the Price laboratory school at the university of 3 19 northern Iowa shall each develop a technology plan that 3 20 supports and improves student achievement, demonstrates how 3 21 technology will be utilized to improve student achievement, 3 22 and includes an evaluation component.Plans and anThe 3 23 schools listed in this subsection need to develop only one 3 24 plan each to send to the state board of regents and the 3 25 department of education while this chapter is effective. An 3 26 annual progress report shall be submitted to the state board 3 27 of regents and the department of education. 3 28 4. Thestate training school, the Iowa juvenile home, and3 29the Glenwood and Woodward state hospital-schoolsinstitutions 3 30 under the control of the department of human services as 3 31 provided in section 218.1, subsections 1 through 3, 5, 7, and 3 32 8, shall each develop a technology plan that supports and 3 33 improves student achievement, demonstrates the manner in which 3 34 technology will be utilized to improve student achievement, 3 35 and includes an evaluation component.Plans and anEach 4 1 institution developing a plan under this subsection needs to 4 2 develop only one plan to send to the departments of human 4 3 services and education while this chapter is effective. Each 4 4 institution shall submit an annual progress reportshall be4 5submittedto the departments of human services and education. 4 6 4 7 4 8 4 9 RON J.
