PAG LIN 1 1 Section 1. NEW SECTION. 257.50 ADDITIONAL AID FOR AT- 1 2 RISK PUPILS. 1 3 1. Beginning with the school budget year commencing July 1 4 1, 1997, school districts shall receive additional state aid 1 5 for at-risk pupils enrolled in a public school in the 1 6 district. 1 7 2. The amount of additional state aid for at-risk pupils a 1 8 school district shall receive for a budget year shall be based 1 9 on an increasing supplemental weighting factor applied to 1 10 school attendance centers encountering above the state 1 11 attendance center average percentage of free and reduced price 1 12 lunches. No later than October 1 of each budget year, school 1 13 districts shall report to the department of education the 1 14 percentage of students in each attendance center within that 1 15 district qualifying for free and reduced price lunches. 1 16 3. The department of management shall pay additional state 1 17 aid to each school district with one or more attendance 1 18 centers above the state attendance center average percentage 1 19 of pupils receiving free and reduced price lunches for that 1 20 budget year in the manner prescribed as follows: 1 21 a. The department of management shall determine the number 1 22 of attendance centers with a percentage of pupils receiving 1 23 free and reduced price lunches above the state average 1 24 percentage of pupils receiving free and reduced price lunches 1 25 and shall divide those attendance centers into three 1 26 categories. 1 27 b. Each pupil enrolled in the one-third of the attendance 1 28 centers with the lowest percentage of pupils qualifying for 1 29 additional state aid receives additional weighting of one- 1 30 hundredth of a regular pupil. 1 31 c. Each pupil enrolled in the one-third of the attendance 1 32 centers with the next highest percentage of pupils qualifying 1 33 for additional state aid receives additional weighting of two- 1 34 hundredths of a regular pupil. 1 35 d. Each pupil enrolled in the one-third of the attendance 2 1 centers with the highest percentage of pupils qualifying for 2 2 additional state aid receives additional weighting of three- 2 3 hundredths of a regular pupil. 2 4 4. Moneys received by a school district for at-risk pupils 2 5 under this section may be used throughout the district on 2 6 programs for at-risk pupils who are identified using the 2 7 primary and secondary risk factors specified in 281 IAC 65.4 2 8 and 65.5, who have been identified as at-risk four-year-olds, 2 9 who have high absenteeism rates, who are at-risk of dropping 2 10 out of school, who have low test scores on standardized tests, 2 11 or who exhibit other at-risk factors that the department of 2 12 education may specify. 2 13 5. There is appropriated from the general fund of the 2 14 state to the department of management for each fiscal year an 2 15 amount sufficient to pay the additional state aid to school 2 16 districts under this section. The additional state aid shall 2 17 be paid, to the extent possible, in the manner provided in 2 18 section 257.16, commencing with the December 15 payment. Aid 2 19 received by a school district under this section shall be 2 20 miscellaneous income. Moneys appropriated in this section are 2 21 in addition to moneys appropriated in section 279.51 and 2 22 moneys appropriated by law to supplement that funding. 2 23 Sec. 2. This Act, being deemed of immediate importance, 2 24 takes effect upon enactment for computing state aid for school 2 25 budget years beginning on or after July 1, 1997. 2 26 EXPLANATION 2 27 This bill provides for additional state aid that may be 2 28 used throughout a school district for at-risk pupils, as 2 29 identified in Iowa administrative code chapter 281 and through 2 30 additional listed risk factors. The amount of additional 2 31 state aid appropriated to each district is determined based on 2 32 applying an increasing supplemental weighting factor for at- 2 33 risk students that varies depending upon the amount by which a 2 34 school building within a district exceeds the state free and 2 35 reduced price lunch average. Buildings at or below the state 3 1 average receive no supplemental weighting. For buildings 3 2 exceeding the state average, the three levels of supplemental 3 3 weighting shall be determined by the department of management, 3 4 corresponding to additional weightings of one-tenth of 1 3 5 percent of the state average cost per pupil, two-tenths, and 3 6 three-tenths, respectively. 3 7 The bill takes effect upon its enactment and is applicable 3 8 for the budget year beginning July 1, 1997. 3 9 LSB 1841HH 77 3 10 rn/jw/5
