  1  1    Section 1.  NEW SECTION.  17A.5A  FIVE-YEAR REPEAL OF
  1  2 RULES.
  1  3    Each rule adopted pursuant to this chapter is repealed five
  1  4 years after the effective date of the rule.  However, rules in
  1  5 effect on or before July 1, 1997, are repealed June 30, 2002.  
  1  6                           EXPLANATION
  1  7    This bill provides that rules adopted pursuant to the
  1  8 administrative procedure Act are repealed five years after
  1  9 they become effective.  The bill provides that rules in effect
  1 10 on or before July 1, 1997, are repealed on June 30, 2002.
  1 11 Reenactment of a repealed rule would have to follow the same
  1 12 procedure as for the adoption of a rule, currently provided in
  1 13 Code section 17A.4.
