1 1 Section 1. Section 483A.24, subsection 2, Code l997, is
1 2 amended by adding a new paragraph:
1 3 NEW PARAGRAPH. d. In addition to a free deer hunting
1 4 license issued pursuant to paragraph "b", the department may
1 5 issue additional free deer hunting licenses to owners of farm
1 6 units in a hunting zone if, pursuant to section 481A.39, the
1 7 commission finds that the deer population should be reduced.
1 8 Additional free deer hunting licenses shall be allocated by
1 9 rule of the commission based on the number of farm unit acres
1 10 owned by owners in a hunting zone. The free deer hunting
1 11 licenses are valid only on the farm unit for which the
1 12 licenses are issued. The free deer hunting licenses issued
1 13 pursuant to this paragraph are transferable and may be sold by
1 14 an owner. The recipients of free deer hunting licenses shall
1 15 report the number of deer taken to the department.
1 16 EXPLANATION
1 17 This bill provides that the department of natural resources
1 18 may issue more than one free deer hunting license to the owner
1 19 of a farm unit if the commission finds that the deer
1 20 population should be reduced in a hunting zone. The
1 21 additional deer hunting licenses shall be allocated by rule of
1 22 the commission based on the number of acres owned by an owner.
1 23 The free deer hunting licenses are valid only on the farm unit
1 24 for which the licenses are issued. The free deer hunting
1 25 licenses are transferable and may be sold by an owner. The
1 26 recipients of the free deer hunting licenses shall report the
1 27 number of deer taken to the department.
