1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY CHURCHILL
1 3 A Concurrent Resolution requesting that the federal
1 4 government take all necessary and appropriate action
1 5 to ensure that Japan establishes and maintains an
1 6 open and competitive market for United States exports.
1 7 WHEREAS, for many years, the United States trade
1 8 representative has reported in the National Trade
1 9 Estimate Report on numerous trade barriers to United
1 10 States exports in the Japanese market; and
1 11 WHEREAS, Japan's policies to restrict market access
1 12 have perpetuated the chronic and seemingly intractable
1 13 trade deficit the United States has experienced with
1 14 Japan for more than three decades; and
1 15 WHEREAS, the United States trade representative has
1 16 engaged over the last several years in an intensive
1 17 investigation of the Japanese distribution system and
1 18 its impact on United States exports; and
1 19 WHEREAS, the World Trade Organization agreements do
1 20 not provide a current basis to address the systematic
1 21 Japanese barriers; and
1 22 WHEREAS, the continued denial of market access in
1 23 Japan for United States exports through maintenance of
1 24 a closed distribution system and liberalization
1 25 countermeasures injures companies and workers in this
1 26 state; NOW THEREFORE,
1 27 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 28 SENATE CONCURRING, That the General Assembly of the
1 29 State of Iowa calls upon the federal government to
1 30 take all necessary and appropriate action to ensure
2 1 that Japan establishes and maintains an open and
2 2 competitive market for United States exports; and
2 3 BE IT FURTHER RESOLVED, That the Chief Clerk of the
2 4 Iowa House of Representatives deliver a copy of this
2 5 Concurrent Resolution to each member of the
2 6 congressional delegation representing the State of
2 7 Iowa.
