PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. ___ 1 2 BY HAHN, MERTZ, WELTER, DRAKE, GREIG, 1 3 RAYHONS, MEYER, HUSEMAN, DOLECHECK, BOGGESS, 1 4 BRUNKHORST, BRAUNS, ARNOLD, SUKUP, DIX, KLEMME, 1 5 MARTIN, JENKINS, VAN FOSSEN, CHURCHILL, HOUSER, 1 6 KREMER, TYRRELL, VAN MAANEN, GREINER, GRIES, 1 7 METCALF, WEIDMAN, BARRY, BODDICKER, GIPP, 1 8 VANDE HOEF, LORD, HEATON, HANSEN, LARSON, 1 9 BLODGETT, CORMACK, HOLMES, THOMSON, VEENSTRA, 1 10 GRUNDBERG, SIEGRIST, NELSON, TEIG, RANTS, CARROLL, 1 11 CORBETT, KOENIGS, SCHERRMAN, FALCK, TAYLOR, MAY, 1 12 DREES, KREIMAN, FREVERT, MUNDIE, REYNOLDS-KNIGHT, 1 13 OSTERHAUS, SCHRADER, WISE, MASCHER, KINZER, 1 14 WARNSTADT, MURPHY, CONNORS, MORELAND, COHOON, 1 15 THOMAS, DOTZLER, FOEGE, SHOULTZ, JOCHUM, BELL, 1 16 BRAND, MYERS, CHAPMAN, CHIODO, BERNAU, BUKTA, 1 17 HOLVECK, and RICHARDSON 1 18 A House Concurrent Resolution requesting that the 1 19 legislative council establish an interim study 1 20 committee to consider increasing the percent of 1 21 oxygen by weight in motor vehicle fuel. 1 22 WHEREAS, more than 40 percent of this nation's air 1 23 pollution is caused by vehicles, emitting a variety of 1 24 petroleum-based pollutants which endanger the public's 1 25 health and natural environment, including harmfull 1 26 organic vapors, benzene and other aromatics, nitrogen 1 27 oxides, particulate matter in the form of smoke and 1 28 soot, carbon monoxide, and carbon dioxide; and 1 29 WHEREAS, motor vehicle fuel which includes a higher 1 30 percent of oxygen enhances octane levels and provides 2 1 better fuel combustion resulting in reduced levels of 2 2 harmful pollutants; and 2 3 WHEREAS, members of the Iowa House of 2 4 Representatives and Iowa Senate have long supported 2 5 the production of ethanol as a vital component in 2 6 promoting clean air, supporting this state's economy, 2 7 and reducing imported nonrenewable energy sources; and 2 8 WHEREAS, this state has long championed industries 2 9 which add value to agricultural commodities produced 2 10 by farmers in this state; and 2 11 WHEREAS, persons involved in the production and 2 12 processing of corn in Iowa significantly contribute to 2 13 the wealth of this nation by supporting the production 2 14 of agricultural commodities and value-added products; 2 15 NOW THEREFORE, 2 16 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 17 SENATE CONCURRING, That the legislative council is 2 18 requested to establish an interim study committee to 2 19 consider the percent of oxygen by weight currently 2 20 contained in motor vehicle fuel, its effects on this 2 21 state's economy, public health, and natural 2 22 environment, and to investigate methods to increase 2 23 the oxygenate content in motor vehicle fuel in 2 24 appropriate circumstances; and 2 25 BE IT FURTHER RESOLVED, That the interim study 2 26 committee submit its findings and recommendations, 2 27 including any proposed legislation, for consideration 2 28 by the 1999 Session of the Seventy-eighth General 2 29 Assembly. 2 30 LSB 4409HH 77 3 1 da/cf/24.1
