1 3 A Concurrent Resolution relating to the intent
1 4 of the General Assembly regarding reauthorization
1 5 of the federal Intermodal Surface Transportation
1 6 Efficiency Act of 1991 (ISTEA).
1 7 WHEREAS, the General Assembly has determined the
1 8 reauthorization of the federal Intermodal Surface
1 9 Transportation Efficiency Act of 1991 is a matter of
1 10 the highest priority for the people of the state of
1 11 Iowa; and
1 12 WHEREAS, the General Assembly has determined that
1 13 failure to reauthorize the ISTEA will negatively
1 14 impact Iowa's economic development, accessibility to
1 15 jobs, transportation of raw materials to
1 16 manufacturers, and distribution of products to markets
1 17 in ways that are timely and economical and are
1 18 fundamental to the state's prosperity; and
1 19 WHEREAS, the General Assembly has determined that
1 20 the ISTEA is essential for continuous improvement to
1 21 the state's transportation infrastructure; and
1 22 WHEREAS, the General Assembly recognizes that the
1 23 ISTEA has improved safety standards on the highways
1 24 and that reauthorization would continue to improve and
1 25 set national safety standards that would alleviate the
1 26 high economic, social, and personal costs of
1 27 accidents; and
1 28 WHEREAS, the General Assembly has determined that
1 29 the ISTEA affects the state's or citizens' access to
1 30 activities, goods, and services that define and shape
2 1 the state's communities and that reauthorization would
2 2 greatly enhance the quality of life of the citizens of
2 3 this state; NOW THEREFORE,
2 4 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 5 SENATE CONCURRING, That the General Assembly urges the
2 6 Congress of the United States to reauthorize the
2 7 federal Intermodal Surface Transportation Efficiency
2 8 Act of 1991 because it fairly allocates transportation
2 9 funds to the states; and
2 10 BE IT FURTHER RESOLVED, That a copy of this
2 11 concurrent resolution be sent by the Secretary of the
2 12 House to the President of the United States; the
2 13 presiding officers of the Senate and House of
2 14 Representatives of the United States; and members of
2 15 Iowa's congressional delegation.
