1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY FALLON
1 3 A Concurrent Resolution requesting approval of
1 4 legislation closing the School of Americas.
1 5 WHEREAS, the School of Americas, located in Fort
1 6 Benning, Georgia, trains Latin American soldiers to
1 7 make war on their own people; and
1 8 WHEREAS, manuals used at the School of Americas
1 9 have recommended arrest, imprisonment, hypnotism,
1 10 torture, and execution as acceptable means of
1 11 coercion; and
1 12 WHEREAS, operating expenses for the School of
1 13 Americas are estimated to be $18,400,000 each year;
1 14 and
1 15 WHEREAS, operation and support of the School of
1 16 Americas continues to stand as a barrier to
1 17 establishing a new and constructive relationship
1 18 between the United States of America and Latin
1 19 American countries; and
1 20 WHEREAS, legislation has been proposed in the
1 21 United States Congress to close the School of
1 22 Americas; NOW THEREFORE,
1 23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 24 SENATE CONCURRING, That the United States Senate pass
1 25 S. 980 relating to the closing of the School of
1 26 Americas; and
1 27 BE IT FURTHER RESOLVED, That the United State House
1 28 of Representatives pass H.R. 611 relating to the
1 29 closing of the School of Americas; and
1 30 BE IT FURTHER RESOLVED, That copies of this
2 1 Resolution be sent by the Chief Clerk of the House of
2 2 Representatives to the President of the United States
2 3 Senate, the Speaker of the United States House of
2 4 Representatives, and the members of Iowa's
2 5 congressional delegation.
