  1  1           HOUSE CONCURRENT RESOLUTION NO. ___
  1  2             BY  VAN FOSSEN, MARTIN, HOLMES,
  1  3                  BRADLEY, AND MILLAGE
  1  4 A Concurrent Resolution relating to the increased
  1  5    utilization of the Rock Island Arsenal.
  1  6    WHEREAS, the United States Department of Defense
  1  7 seeks to achieve economy and efficiency in the
  1  8 utilization of resources and facilities; and
  1  9    WHEREAS, the United States Department of Defense is
  1 10 currently leasing office and facility space for
  1 11 government military missions; and
  1 12    WHEREAS, the facilities of the Rock Island Arsenal,
  1 13 located on Rock Island Arsenal island in the
  1 14 Mississippi River between the states of Iowa and
  1 15 Illinois, employ approximately six thousand people,
  1 16 contain tens of thousands of square feet of available
  1 17 office space within buildings listed on the National
  1 18 Register of Historic Places, reflect greatly enhanced
  1 19 physical plant, machine tool inventory, and data
  1 20 processing capabilities which are the result of a
  1 21 multi-year modernization project and comprise one of
  1 22 the largest weapons manufacturing arsenals in the
  1 23 world; and
  1 24    WHEREAS, the Defense Megacenter-Rock Island,
  1 25 located at the Rock Island Arsenal, has significant
  1 26 ability through a robust communications infrastructure
  1 27 to furnish a full range of automation services,
  1 28 including business, tactical, and logistical systems
  1 29 support in both the classified and unclassified
  1 30 environments, and can service, operate, and maintain
  2  1 automation and communications equipment for federal,
  2  2 state, or local agencies on a reimbursable basis; and
  2  3    WHEREAS, the facilities of the Rock Island Arsenal
  2  4 warrant utilization of the facilities to the fullest
  2  5 possible extent; and
  2  6    WHEREAS, government military missions currently
  2  7 housed in leased facilities at other locations could
  2  8 readily be relocated to and accommodated on the Rock
  2  9 Island Arsenal, resulting in a significant taxpayer
  2 10 savings due to the discontinuance of the leases
  2 11 currently in place; NOW THEREFORE,
  2 12    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  2 13 SENATE CONCURRING, That the Iowa General Assembly
  2 14 urges the United States Department of Defense and the
  2 15 United States Senate and House of Representatives to
  2 16 maximize the use of the facilities at the Rock Island
  2 17 Arsenal by moving government military missions
  2 18 currently located in leased facilities into the vacant
  2 19 and available buildings located at the Rock Island
  2 20 facility.
  2 21    BE IT FURTHER RESOLVED, That copies of this
  2 22 resolution be sent to the President of the United
  2 23 States, the United States Secretary of Defense, the
  2 24 Majority and Minority Leaders of the United States
  2 25 Senate, the Speaker, Majority Leader, and Minority
  2 26 Leader of the United States House of Representatives,
  2 27 and to the members of Iowa's congressional delegation.
