1 1 HOUSE CONCURRENT RESOLUTION NO. ___
1 2 BY WARNSTADT
1 3 A Concurrent Resolution providing for the estab-
1 4 lishment of a committee by the Legislative
1 5 Council to conduct a study of state and local
1 6 government revenue and spending programs.
1 7 WHEREAS, the state and local governments operate
1 8 large budgets primarily dependent on taxes as a source
1 9 of revenue; and
1 10 WHEREAS, lower state and local taxes are in the
1 11 best interests of the economic health of the citizens
1 12 of Iowa; and
1 13 WHEREAS, cost-efficient and comprehensive delivery
1 14 of government services enhances the quality of life
1 15 for the citizens of Iowa; NOW THEREFORE,
1 16 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 17 SENATE CONCURRING, That the Legislative Council is
1 18 requested to establish a working committee to conduct
1 19 a comprehensive study of state and local revenue
1 20 programs and state and local spending programs, and
1 21 make recommendations for future actions to be taken to
1 22 improve the economic condition of the state of Iowa
1 23 and its citizens; and
1 24 BE IT FURTHER RESOLVED, That the committee is
1 25 requested to develop a list of procedures for use by
1 26 the committee for the evaluation of existing and
1 27 future revenue and spending programs and prepare
1 28 recommended guidelines for continued evaluation of
1 29 these programs, to identify the best means for
1 30 ensuring the growth and stability of the state of Iowa
2 1 by analyzing the tax structure in the state as it is
2 2 applied to individuals and businesses operating in the
2 3 state of Iowa, to compare the economic health of the
2 4 state and its revenue and spending programs with the
2 5 revenue and spending programs of other states, and to
2 6 prepare recommendations for actions needed to
2 7 strengthen the competitive position of the state of
2 8 Iowa among other states; and
2 9 BE IT FURTHER RESOLVED, That the working committee
2 10 be composed of members of both political parties and
2 11 both houses of the General Assembly; and
2 12 BE IT FURTHER RESOLVED, That the committee be
2 13 staffed by the Legislative Service Bureau and the
2 14 Legislative Fiscal Bureau; and
2 15 BE IT FURTHER RESOLVED, That the committee begin
2 16 its deliberations following the adjournment of the
2 17 1998 Session of the General Assembly and issue its
2 18 report of recommendations by January 1, 1999.
