PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. ___ 1 2 BY BRADLEY 1 3 A Concurrent Resolution establishing a committee 1 4 to study and make recommendations concerning 1 5 the management of solid waste and recycling. 1 6 WHEREAS, it is the intent of the General Assembly 1 7 to encourage and facilitate solid waste reduction and 1 8 recycling efforts in the state; and 1 9 WHEREAS, it is the intent of the General Assembly 1 10 to consider incentives for increasing solid waste 1 11 reduction and recycling, market development for 1 12 recycling, educating the public on solid waste 1 13 reduction and recycling issues, technical assistance 1 14 for pollution prevention and recycling, and 1 15 alternative funding sources for existing programs 1 16 related to solid waste reduction and recycling; NOW 1 17 THEREFORE, 1 18 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 1 19 SENATE CONCURRING, That a special committee shall be 1 20 established to study and make recommendations 1 21 regarding the management of solid waste and recycling; 1 22 and 1 23 BE IT FURTHER RESOLVED, That the special committee 1 24 shall consist of members with diverse and specialized 1 25 expertise in waste management and recycling issues to 1 26 be considered by the special committee, including four 1 27 members of the General Assembly, with not more than 1 28 one member from each chamber being from the same 1 29 political party. The two senators shall be designated 1 30 by the majority leader of the Senate after 2 1 consultation with the minority leader of the Senate. 2 2 The two representatives shall be designated by the 2 3 Speaker of the House of Representatives after 2 4 consultation with the majority and minority leaders of 2 5 the House of Representatives. 2 6 The director of the Department of Natural Resources 2 7 is requested to appoint five members with not more 2 8 than two members who are current employees of the 2 9 department; and 2 10 BE IT FURTHER RESOLVED, That the cochairpersons of 2 11 the special committee shall be the General Assembly 2 12 members of the majority party from each chamber; and 2 13 BE IT FURTHER RESOLVED, That the special committee 2 14 shall examine, study, and make recommendations to the 2 15 General Assembly regarding all of the following and 2 16 any related issues: 2 17 1. Any current or possible incentives for 2 18 increasing solid waste reduction and recycling in the 2 19 state. 2 20 2. Market development for recycling. 2 21 3. Educating the public on solid waste reduction 2 22 and recycling issues. 2 23 4. Technical assistance for pollution prevention 2 24 and recycling. 2 25 5. Alternative funding sources for existing 2 26 programs related to solid waste reduction and 2 27 recycling; and 2 28 BE IT FURTHER RESOLVED, That the special committee 2 29 shall submit a report to the General Assembly no later 2 30 than December 1, 1999, which shall include, but not be 3 1 limited to, findings, analysis, and recommendations by 3 2 the special committee. 3 3 LSB 4022HH 77 3 4 tm/cf/24
