PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. ___ 1 2 BY COMMITTEE ON APPROPRIATIONS 1 3 (SUCCESSOR TO HSB 635) 1 4 A Concurrent Resolution affirming the efforts of the 1 5 child welfare services work group established by 1 6 the Legislative Council, requesting approval for 1 7 continuance of the work group, and requesting that 1 8 leadership of the General Assembly work with the 1 9 Governor and Iowa's congressional delegation in 1 10 developing a memorandum of understanding with the 1 11 federal government. 1 12 WHEREAS, the state of Iowa has been a leader 1 13 nationally in developing comprehensive, community- 1 14 based services in child welfare and juvenile justice 1 15 through projects for decategorization of the funding 1 16 for these services; and 1 17 WHEREAS, the state of Iowa has been a leader 1 18 nationally in employing managed care approaches to 1 19 provide behavioral health and substance abuse 1 20 treatment services to the state's Medicaid population; 1 21 and 1 22 WHEREAS, the state of Iowa seeks to continue its 1 23 leadership in developing a well-managed and integrated 1 24 system of care for children and families that is 1 25 community-based, flexible, and holistic across child 1 26 welfare, juvenile justice, behavioral health, and 1 27 substance abuse treatment systems; and 1 28 WHEREAS, the General Assembly recognizes that 1 29 developing and implementing such a system will require 1 30 the commitment and participation of a broad range of 2 1 Iowa organizations and individuals and the involvement 2 2 of federal officials; and 2 3 WHEREAS, the child welfare services work group 2 4 established by the Legislative Council in the fall of 2 5 1997 represents a broad-based planning group to 2 6 achieve these ends; and 2 7 WHEREAS, the work group has identified a vision for 2 8 obtaining accountability from an integrated system of 2 9 care involving alternative means of capitating costs 2 10 and has provided a series of recommendations and 2 11 planning activities needed to develop the system of 2 12 care; NOW THEREFORE, 2 13 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 14 SENATE CONCURRING, That the General Assembly affirms 2 15 the vision of the child welfare services work group 2 16 established by the Legislative Council and recognizes 2 17 the need to move forward on the work group 2 18 recommendations; and 2 19 BE IT FURTHER RESOLVED, That the Legislative 2 20 Council is requested to act immediately to reauthorize 2 21 the child welfare services work group to continue 2 22 planning and implementation activities, to add members 2 23 of the General Assembly to the work group, and to 2 24 require a final report to the chairpersons and ranking 2 25 members of the Joint Appropriations Subcommittee on 2 26 Human Services on or before January 1, 1999; and 2 27 BE IT FURTHER RESOLVED, That the leadership of the 2 28 General Assembly is requested to work with the 2 29 Governor and the leadership of the United States 2 30 Congress to develop a memorandum of understanding with 3 1 federal officials to continue federal participation 3 2 with the state in this endeavor. 3 3 LSB 4180HV 77 3 4 jp/sc/14
