1 1 HOUSE CONCURRENT RESOLUTION NO.
1 2 BY SCHRADER
1 3 A Concurrent Resolution to designate March 29 of each year as
1 4 Iowa State Flag Day.
1 5 WHEREAS, the Iowa state banner was designed by
1 6 Dixie Cornell Gebhardt, a Knoxville native and member
1 7 of the Iowa society of the Daughters of the American
1 8 Revolution; and
1 9 WHEREAS, the banner was originally designed as a
1 10 regimental flag for Iowa guardsmen serving along the
1 11 Mexican border in 1917; and
1 12 WHEREAS, the Iowa General Assembly adopted Dixie
1 13 Cornell Gebhardt's design as the official state banner
1 14 on March 29, 1921; and
1 15 WHEREAS, Dixie Cornell Gebhardt wrote that "Iowa's
1 16 banner should embrace the history of its domain from
1 17 the time of its occupation by the Indians to discovery
1 18 by the French and purchase from Napoleon by Jefferson,
1 19 to its admission into the Union, down to the present
1 20 time . . . in a design so simple that school children
1 21 and adults can recognize its symbolism and know that
1 22 it meant Iowa"; and
1 23 WHEREAS, the state banner is patterned after the
1 24 blue, white and red flag of France, a country which
1 25 ruled Iowa twice before Iowa became a state; and
1 26 WHEREAS, the blue in the banner symbolizes loyalty,
1 27 the white purity, and the red courage; and
1 28 WHEREAS, Iowa's assimilation into the United States
1 29 is represented in the banner by a blue streamer, on
1 30 which is inscribed the state motto, "Our liberties we
2 1 prize and our rights we will maintain", carried by a
2 2 soaring eagle, the symbol of America; and
2 3 WHEREAS, the state banner is a source of pride for
2 4 all Iowans; and
2 5 WHEREAS, it is fitting and proper to designate one
2 6 day each year for all Iowans to reflect upon and honor
2 7 Iowa's official state banner; NOW THEREFORE,
2 8 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 9 SENATE CONCURRING, That the General Assembly hereby
2 10 designates March 29 of each year as Iowa State Flag
2 11 Day.
