1 3 A Concurrent Resolution requesting the President
1 4 of the United States to endorse and sign the
1 5 International Convention on the Prohibition of
1 6 the Use, Stockpiling, Production, and Transfer of
1 7 Anti-personnel Landmines and on Their Destruction.
1 8 WHEREAS, long after wars end, landmines remain in
1 9 battlefields, putting civilians at risk; and
1 10 WHEREAS, landmines remain deadly when triggered by
1 11 men and women at work and children at play; and
1 12 WHEREAS, the International Red Cross estimates that
1 13 around the world 800 people are killed and 1,200
1 14 people are wounded each month by landmines; and
1 15 WHEREAS, it is estimated 100,000,000 landmines
1 16 remain undetonated and scattered around the world; and
1 17 WHEREAS, American Jody Williams, coordinator of the
1 18 International Campaign to Ban Landmines, received the
1 19 Nobel Peace Prize in October 1997, for her efforts to
1 20 promote the banning of landmines; and
1 21 WHEREAS, 125 governments from around the world
1 22 gathered in Ottawa, Canada, on December 4 and 5, 1997,
1 23 to sign the International Convention on the
1 24 Prohibition of the Use, Stockpiling, Production, and
1 25 Transfer of Anti-personnel Landmines and on Their
1 26 Destruction; and
1 27 WHEREAS, the President of the United States has
1 28 refused to endorse and failed to sign the
1 29 International Convention on the Prohibition of the
1 30 Use, Stockpiling, Production, and Transfer of Anti-
2 1 personnel Landmines and on Their Destruction; NOW
2 2 THEREFORE,
2 3 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
2 4 SENATE CONCURRING, That the President of the United
2 5 States is requested to endorse and sign the
2 6 International Convention on the Prohibition of the
2 7 Use, Stockpiling, Production, and Transfer of Anti-
2 8 personnel Landmines and on Their Destruction; and
2 9 BE IT FURTHER RESOLVED, That copies of this
2 10 Resolution be sent by the Secretary of the Senate to
2 11 the President of the United States, the President of
2 12 the United States Senate, the Speaker of the United
2 13 States House of Representatives, and the members of
2 14 Iowa's congressional delegation.
