PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. 1 2 BY COMMITTEE ON EDUCATION 1 3 (SUCCESSOR TO HSB 131) 1 4 A Concurrent Resolution providing for the formation 1 5 of a committee by the Legislative Council to 1 6 conduct a comprehensive study of school finance 1 7 and make recommendations for a revised school 1 8 aid formula. 1 9 WHEREAS, the school aid formula contained in Code 1 10 chapter 257 is subject to a sunset provision repealing 1 11 the chapter effective July 1, 2001; and 1 12 WHEREAS, inequities between school districts under 1 13 the present school aid formula exist, based in part on 1 14 escalating transportation costs, special needs 1 15 resulting from declining or increasing enrollments, 1 16 special education funding inequities, and the needs of 1 17 students who require special assistance to 1 18 successfully complete the requirements of a standard 1 19 school curriculum; and 1 20 WHEREAS, there exists interest in and support for a 1 21 new school foundation formula addressing existing 1 22 inequities, easing the property tax burden, and 1 23 simplifying the present formula; and 1 24 WHEREAS, the General Assembly believes that a 1 25 comprehensive review of the current school aid formula 1 26 and a study of proposed modifications or revisions 1 27 prior to that date are necessary and in the best 1 28 interests of the schoolchildren and citizens of the 1 29 state of Iowa; NOW THEREFORE, 1 30 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 1 SENATE CONCURRING, That the Legislative Council may 2 2 appoint a working committee to conduct a comprehensive 2 3 study of, and make recommendations regarding, the 2 4 school finance formula. The study may include a 2 5 review of other sources of kindergarten through grade 2 6 twelve public school funding. The working committee 2 7 shall be composed of ten members, representing both 2 8 political parties and both houses of the General 2 9 Assembly. Five members shall be members of the 2 10 Senate, three of whom shall be appointed by the 2 11 Majority Leader of the Senate and two of whom shall be 2 12 appointed by the Minority Leader of the Senate. The 2 13 additional five members shall be members of the House 2 14 of Representatives, appointed by the Speaker of the 2 15 House, three of whom shall be of the majority party 2 16 and two of whom shall be of the minority party. The 2 17 temporary co-chairpersons of the committee shall be 2 18 the chairpersons of the Senate and House Committees on 2 19 Education. 2 20 The committee shall be staffed by the Legislative 2 21 Service Bureau and the Legislative Fiscal Bureau. The 2 22 committee may begin its deliberations during the 1998 2 23 Session of the General Assembly, and, if the committee 2 24 is established, shall issue a report of 2 25 recommendations to the General Assembly by January 1, 2 26 1999. The Legislative Council may expend from moneys 2 27 appropriated in section 2.12 up to $150,000, or so 2 28 much thereof as is necessary, to fund the expenses of 2 29 the committee. 2 30 HCR 15 3 1 rn/pk/25
