1 2 BY WARNSTADT, WHITEAD, KINZER, FALCK,
1 3 DOTZLER, O'BRIEN, BUKTA, DREES, SCHERRMAN,
1 4 COHOON, MERTZ, REYNOLDS-KNIGHT, BELL,
1 5 TAYLOR, BERNAU, MASCHER, and WITT
1 6 A Concurrent Resolution providing for the establishment
1 7 of a committee by the Legislative Council to conduct
1 8 a study of economic development programs and recom-
1 9 mend future economic development actions.
1 10 WHEREAS, the Department of Economic Development
1 11 administers and operates numerous programs designed to
1 12 encourage and improve economic development in the
1 13 State of Iowa; and
1 14 WHEREAS, the General Assembly believes a
1 15 comprehensive study of current programs and a study of
1 16 proposed future actions are necessary and in the best
1 17 interests of the economic health of the citizens of
1 18 the State of Iowa; NOW THEREFORE,
1 19 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
1 20 SENATE CONCURRING, That the Legislative Council shall
1 21 appoint a working committee to conduct a comprehensive
1 22 study of programs administered by the Department of
1 23 Economic Development and make recommendations for
1 24 future actions to be taken to improve the competitive
1 25 economic position of the State of Iowa. The study
1 26 shall include all of the following:
1 27 1. Develop a list of procedures for use by the
1 28 Department of Economic Development for the evaluation
1 29 of existing and future economic development programs
1 30 and prepare recommended guidelines for the
2 1 administration and monitoring of each economic
2 2 development program by the department.
2 3 2. Identify the best means for ensuring the growth
2 4 and stability of the State of Iowa. This
2 5 identification shall include an analysis of the state
2 6 taxation structure as applied to businesses operating
2 7 in the State of Iowa.
2 8 3. Conduct a program analysis of each of the
2 9 business assistance programs in the state including
2 10 loans, grants, tax incentives, training, technology
2 11 assistance, and all other state and local business
2 12 assistance programs.
2 13 4. Compare the economic health of the State of
2 14 Iowa and its economic development programs with the
2 15 economic health and economic development programs of
2 16 all neighboring states.
2 17 5. Prepare recommendations for actions needed to
2 18 strengthen the competitive economic position of the
2 19 State of Iowa among other states; and
2 20 BE IT FURTHER RESOLVED, That the working committee
2 21 shall be composed of members of both political parties
2 22 and both houses of the General Assembly who are
2 23 members of the Senate standing Committee on Small
2 24 Business, Economic Development, and Tourism and the
2 25 House of Representatives standing Committee on
2 26 Economic Development and members who represent the
2 27 Department of Economic Development, the Iowa
2 28 Federation of Labor, economic development interest
2 29 groups, and other organizations and associations
2 30 interested in economic development; and
3 1 BE IT FURTHER RESOLVED, That the committee shall be
3 2 staffed by the Legislative Service Bureau and the
3 3 Legislative Fiscal Bureau. The committee shall begin
3 4 its deliberations following the adjournment of the
3 5 1997 Session of the General Assembly and shall issue
3 6 its report of recommendations by January 1, 1998.
