1 3 #1. Page 10, by inserting after line 7 the
1 4 following:
1 5 "Sec. 101. Section 8.57, Code 1997, is amended by
1 6 adding the following new subsection:
1 7 NEW SUBSECTION. 6. INFRASTRUCTURE ADVISORY
1 8 COUNCIL.
1 9 a. An infrastructure advisory council is
1 10 established to make recommendations annually to the
1 11 governor and general assembly regarding the use of the
1 12 rebuild Iowa infrastructure fund created in subsection
1 13 5, for purposes of construction, reconstruction,
1 14 renovation, repair, and restoration of the vertical
1 15 infrastructure owned or under the control of the
1 16 state. The council shall annually develop and submit
1 17 to the governor and the general assembly a
1 18 comprehensive five-year plan of such recommendations,
1 19 including the council's list of projects. The council
1 20 shall give due consideration to the indicated policies
1 21 and priorities of the general assembly regarding
1 22 state-owned or controlled vertical infrastructure when
1 23 making its recommendations. The first recommended
1 24 plan of the council shall be submitted to the governor
1 25 and the general assembly no later than December 15,
1 26 1998, and submitted annually thereafter no later than
1 27 December 15.
1 28 b. The infrastructure advisory council shall be
1 29 composed of seven members, not more than four of whom
1 30 shall be from the same political party. The governor
1 31 shall appoint the members of the council for a term of
1 32 four years, subject to confirmation by the Senate as
1 33 provided by section 69.19. The initial members of the
1 34 council shall be appointed by the governor to serve
1 35 staggered terms of less than four years. The governor
1 36 shall annually designate one of the members to serve
1 37 as chairperson. Members of the council shall be
1 38 reimbursed for their expenses solely as provided in
1 39 section 7E.6, subsection 1, paragraph "b". A vacancy
1 40 on the council shall be filled in the same manner that
1 41 regular appointments to the council are made. The
1 42 department of management shall provide staff
1 43 assistance and support services for the council."
1 44 #2. Page 13, by inserting after line 16 the
1 45 following:
1 46 "___. Section 101, amending section 8.57".
1 47 #3. Title page 2, line 29, by inserting after the
1 48 word "fund" the following: "; establishing an
1 49 infrastructure advisory council".
1 50 #4. By renumbering as necessary.
