Title to new 2 38 buildings or improvements shall be taken in the name 2 39 of the county or a society, but the county is not 2 40 liable for the improvements or expenditures for them." 2 41 #20. For the state training school for the design 2 48 and construction of new or replacement buildings,at2 49the state training school, by allocating not more than2 50$1,600,000for design and construction of a living 3 1 unit,allocating not more than $800,000 for design and3 2 for construction of a multipurpose building,and3 3allocating not more than $200,000for the design of a 3 4 new school building, and for institution utilities 3 5 infrastructure: 3 6 .................................................. $ 2,600,000 3 7 Sec. . 1997 Iowa Acts, chapter 215, section 4, 3 8 subsection 4, is amended to read as follows: 3 9 4. For the state training school for the design 3 10 and construction of new or replacement buildingsat3 11the state training school by allocating not more than3 12$2,300,000 to complete, for construction of the new 3 13 school building, for institution utilities 3 14 infrastructure, andallocating not more than $400,0003 15andfor the design of the new gymnasium building: 3 16 .................................................. $ 2,700,000 3 17 Sec. . 1997 Iowa Acts, chapter 215, section 5, 3 18 is amended to read as follows: 3 19 SEC. 5. There is appropriated from the rebuild 3 20 Iowa infrastructure fund to the department of general 3 21 services for the fiscal year beginning July 1, 1999, 3 22 and ending June 30, 2000, the following amount, or so 3 23 much thereof as is necessary, to be used for the 3 24 purpose designated: 3 25 For construction of a new school and gymnasium 3 26 building at the state training school: 3 27 .................................................. $ 4,000,000" 3 28 #22. Page 13, by striking lines 3 through 14 and 3 29 inserting the following: "unnumbered paragraph 2, is 3 30 amended by striking the unnumbered paragraph and 3 31 inserting in lieu thereof the following: 3 32 As a condition of receiving the appropriations in 3 33 this section, the department shall support county 3 34 programs to close agricultural drainage wells, 3 35 including connecting drainage systems which are 3 36 tributary to the drainage wells to alternative 3 37 drainage outlets. The department shall pay for 3 38 seventy-five percent of the estimated or actual cost 3 39 of closing the agricultural drainage wells. The soil 3 40 conservation division shall award assistance to 3 41 counties based on an objective evaluation of factors 3 42 specified in the priority system established pursuant 3 43 to section 159.29, subsection 6, which shall include, 3 44 but is not limited to, the level of environmental risk 3 45 caused by not closing the wells, the cost 3 46 effectiveness of the proposed closure, and the amount 3 47 of county support for a closure program." 3 48 #23.
