PAG LIN 1 1 Amend Senate File 2381, as amended, passed, and 1 2 reprinted by the Senate, as follows: 1 3 #1. Page 11, by inserting after line 24 the 1 4 following: 1 5 "Sec. 500. NEW SECTION. 422E.5 SCHOOL 1 6 INFRASTRUCTURE SAFETY FUND. 1 7 1. There shall be distributed from the federal 1 8 funds allocated to the state of Iowa as described in 1 9 Conference Committee Report 105-390, accompanying H.R. 1 10 2264, making federal appropriations to the United 1 11 States departments of labor, health and human 1 12 services, and education, to the state department of 1 13 education the sum of two million dollars to establish 1 14 a school infrastructure safety fund. 1 15 2. The funds shall be allocated to the school 1 16 budget review committee to develop a school 1 17 infrastructure safety fund grant program, in 1 18 conjunction with the state fire marshal. For purposes 1 19 of reviewing grant applications and making 1 20 recommendations regarding the administration of the 1 21 program, the state fire marshal shall be considered an 1 22 additional voting member of the school budget review 1 23 committee. 1 24 3. Top priority in awarding program grants shall 1 25 be the making of school infrastructure improvements 1 26 relating to fire and personal safety. School 1 27 districts eligible for program grants shall have 1 28 received an order or citation from the state fire 1 29 marshal, or a fire department chief or fire prevention 1 30 officer, for one or more fire safety violations 1 31 regarding a school facility, or in the opinion of the 1 32 state fire marshal shall be regarded as operating 1 33 facilities subject to significant fire safety 1 34 deficiencies. Grant awards shall also be available 1 35 for defects or violations of the state building code 1 36 revealed during an inspection of school facilities by 1 37 a local building department, or for improvements 1 38 consistent with the standards and specifications 1 39 contained in the state building code regarding 1 40 ensuring that buildings and facilities are accessible 1 41 to and functional for persons with disabilities. The 1 42 school budget review committee shall allocate program 1 43 funds to school districts which, in its discretion, 1 44 are determined to be faced with the most severe 1 45 deficiencies. School districts applying for program 1 46 grants shall have developed and submitted to the state 1 47 fire marshal or local building department a written 1 48 plan to remedy fire or safety defects within a 1 49 specified time frame. Approval of the written plan by 1 50 the state fire marshal or local building department 2 1 shall be obtained prior to receipt of a grant award by 2 2 a school district. 2 3 4. Application forms, submission dates for 2 4 applications and for written plans to remedy fire or 2 5 safety defects, and grant award criteria shall be 2 6 developed by the state department of education, in 2 7 coordination with the state fire marshal, by rule. 2 8 5. The school budget review committee shall submit 2 9 a progress report of the number and amount of grants 2 10 awarded, and fire and safety improvements made, 2 11 pursuant to the school infrastructure safety fund 2 12 grant program, to the general assembly by January 1, 2 13 2000." 2 14 #2.
