  1  3    #1.  Page 2, by inserting after line 5 the
  1  4 following:
  1  5    "___.  To any publication of the civil rights
  1  6 commission.  Written material produced by the civil
  1  7 rights commission relating to the law, citizens'
  1  8 rights, commission services, or any other matter
  1  9 within the scope of the commission's authority may be
  1 10 published in any language the commission currently
  1 11 utilizes or may find necessary to utilize in the
  1 12 future in order to effectively communicate with the
  1 13 intended recipient of the material."
