PAG LIN 1 1 Amend House File 2282 as follows: 1 2 #1. Page 8, by inserting after line 20 the 1 3 following: 1 4 "6. In addition to the funds available in 1 5 subsection 1, there shall be appropriated from the 1 6 general fund of the state to the state department of 1 7 education for the school infrastructure safety fund, 1 8 for each fiscal year of the ten-year period beginning 1 9 July 1, 1998, the sum of twenty million dollars to be 1 10 utilized for school infrastructure needs. The moneys 1 11 appropriated shall be allocated to school districts 1 12 throughout the state on a per pupil basis, in the 1 13 proportion that the basic enrollment of a district 1 14 bears to the sum of the basic enrollments of all 1 15 school districts in the state for the budget year, and 1 16 shall be utilized for school infrastructure purposes 1 17 as defined in section 422E.1, or for additional school 1 18 infrastructure improvements relating to fire and 1 19 personal safety. 1 20 The department of management shall allocate to each 1 21 school district the amount calculated pursuant to this 1 22 section in one payment on or about October 15 1 23 annually, taking into consideration the relative 1 24 budget and cash position of the state resources. By 1 25 October 1 annually, prior to the receipt of funds, 1 26 school districts shall submit to the department of 1 27 education a school infrastructure progress report. 1 28 The report shall provide adequate assurance that the 1 29 school district has developed or is developing a 1 30 school infrastructure plan containing an analysis of 1 31 school district infrastructure needs, priorities, and 1 32 an estimated timetable for completion of 1 33 infrastructure projects or allocation of funds 1 34 received by the school district pursuant to this 1 35 subsection. 1 36 The school infrastructure progress report shall be 1 37 in addition to the written plan to remedy fire or 1 38 safety defects required in subsection 3. Moneys 1 39 received under this subsection shall not be commingled 1 40 with state aid payments made under section 257.16 to a 1 41 school district, and shall be accounted for by the 1 42 local school district separately from state aid 1 43 payments. Payments made to school districts are 1 44 miscellaneous income for purposes of chapter 257 or 1 45 are considered encumbered. Each local school district 1 46 shall maintain a separate listing within its budget 1 47 for payments received and expenditures made pursuant 1 48 to this subsection. Moneys received under this 1 49 subsection shall not be used for payment of any 1 50 collective bargaining agreement or arbitrator's 2 1 decision negotiated or awarded under chapter 20." 2 2 #2.
