PAG LIN 1 1 Amend the amendment, H-1866, to Senate File 549, as 1 2 amended, passed, and reprinted by the Senate, as 1 3 follows: 1 4 #1. Page 5, by striking line 27, and inserting the 1 5 following: "256A.3. 1 6 Sec. ___. Section 256.11, Code 1997, is amended by 1 7 adding the following new subsection: 1 8 NEW SUBSECTION. 9. Unless a waiver has been 1 9 obtained under section 256.11A, each school or school 1 10 district shall have all of the following: 1 11 a. A media center in each attendance center 1 12 accessible to students throughout the school day. 1 13 b. A qualified school media specialist who shall 1 14 meet the licensing standards prescribed by the board 1 15 of educational examiners and be responsible for media 1 16 center supervision. 1 17 c. An articulated sequential elementary-secondary 1 18 guidance program for grades kindergarten through 1 19 twelve. The guidance counselor shall meet the 1 20 licensing standards prescribed by the board of 1 21 educational examiners. 1 22 In determining the requirements of this subsection 1 23 for nonpublic schools, the department shall evaluate 1 24 the schools on a school system basis rather than on an 1 25 individual school basis. 1 26 Sec. ___. Section 256.11A, subsections 1 and 2, 1 27 Code 1997, are amended to read as follows: 1 28 1. Schools and school districtsunable to meet the1 29standard adopted by the state board requiring each1 30school or school district operating a kindergarten1 31through grade twelve program to provide an articulated1 32sequential elementary-secondary guidance programmay, 1 33 not later than August 1,19951997, for the school 1 34 year beginning July 1,19951997, file a written 1 35 request to the department of education that the 1 36 department waive the requirement,forestablished in 1 37 section 256.11, subsection 9, paragraph "c", that a 1 38 school or school district operating a kindergarten 1 39 through grade twelve program, provide an articulated 1 40 sequential elementary-secondary guidance program. The 1 41 procedures specified in subsection 3 apply to the 1 42 request. Not later than August 1,19961998, for the 1 43 school year beginning July 1,19961998, the board of 1 44 directors of a school district or the authorities in 1 45 charge of a nonpublic school may request a one-year 1 46 extension of the waiver. 1 47 2. Not later than August 1,19951997, for the 1 48 school year beginning July 1,19951997, the board of 1 49 directors of a school district, or authorities in 1 50 charge of a nonpublic school, may file a written 2 1 request with the department of education that the 2 2 department waivethe rule adopted by the state board2 3to establish and operatethe requirements established 2 4 under section 256.11, subsection 9, paragraphs "a" and 2 5 "b", for a media services specialist and a media 2 6 servicesprogram to support the total curriculum for2 7that district or schoolcenter. The procedures 2 8 specified in subsection 3 apply to the request. Not 2 9 later than August 1,19961998, for the school year 2 10 beginning July 1,19961998, the board of directors of 2 11 a school district or the authorities in charge of a 2 12 nonpublic school may request an additional one-year 2 13 extension of the waiver."" 2 14 #2.
