  1  1    Amend House File 730 as follows:
  1  2    #1.  Page 2, by striking lines 12 through 14 and
  1  3 inserting the following:  "The general assembly
  1  4 declares its support for, and that it is the intent of
  1  5 the general assembly to continue, subsidization of
  1  6 video rates charged to public or nonpublic schools for
  1  7 grades kindergarten through twelve.  Notwithstanding".
  1  8    #2.  Page 2, by striking lines 17 through 21 and
  1  9 inserting the following:  "and the revenue generated.
  1 10 The commission shall annually provide a written report
  1 11 to the general assembly by January 15 regarding
  1 12 whether funding available to subsidize rates, as
  1 13 permitted, is sufficient and an explanation as to why
  1 14 funding was sufficient or insufficient, for the
  1 15 immediately preceding fiscal year.  If funding is
  1 16 insufficient, the commission shall refer to section
  1 17 8D.3, subsection 3, paragraph "i", for possible
  1 18 guidance in eliminating any deficit associated with
  1 19 the subsidization of rates.  The elimination of the
  1 20 deficit should not, to the extent practicable, affect
  1 21 the rates charged to public or nonpublic schools for
  1 22 grades kindergarten through twelve.
  1 23    e.  The Iowa telecommunications and technology
  1 24 commission shall review and determine the level of
  1 25 subsidization for courses offered through the use of
  1 26 the network which are noncredit customized courses.
  1 27 The commission shall evaluate the need for the
  1 28 subsidization of such courses.  The commission shall
  1 29 provide a written report to the general assembly by
  1 30 January 1, 1998, which shall include the findings of
  1 31 the commission and any recommendations related to the
  1 32 issues reviewed."
