         The Senate met in regular session at 1:20 p.m., President Boswell
    presiding.

         Prayer was offered by the Reverend Jack Gray, pastor of the Calvary
    Christian Reformed Church, Orange City, Iowa.

         The Journal of Thursday, January 18, 1996, was approved.



                                LEAVES OF ABSENCE

         Leaves of absence were granted as follows:

         Senator Tinsman for the day on request of Senator Bennett; Senator
    Dvorsky for the day on request of Senator Hammond and Senator Kramer for
    the day on request of Senator Borlaug.

    authority of counties to establish revitalization areas and to issue
    revenue bonds for such areas.

         Senate File 2066, by committee on Judiciary, a bill for an act

         Relating to transportation-related sanctions by increasing
    penalties for certain offenses, prohibiting the issuance of temporary
    restricted licenses for certain offenses, providing scheduled fines for
    various violations, prohibiting certain activities of motor vehicle
    dealers, and allowing the issuance of a uniform citation and complaint
    to a corporation for certain violations.

         Relating to transportation by granting the state department of
    transportation condemnation rights for utility facility replacement,
    providing for entry onto private property for sounding and drilling,
    relating to the disposal of abandoned vehicles, transferring motorcycle
    rider education responsibilities, and providing for release of retained
    funds for public improvements.

         Relating to motor carrier certification by providing for a
    compliance review, requiring a motor carrier education course, and

    properly related matters, and providing an effective date.
