    placed upon its passage, which motion prevailed by a voice vote, and the

         The Senate resumed consideration of House File 2427, a bill for an
    act relating to mental health, mental retardation, developmental
    disabilities, and other services paid for in whole or in part by
    counties or the state, and including an applicability provision and an
    effective date, and amendment S-5704 by Senator Hammond to page 16 of
    the bill, previously deferred.
