         The appointee having received a two-thirds vote was declared to
    have been confirmed by the Senate.

         Senator Bisignano called up the appointment of Allan T. Thoms as
    Chairperson of the Utilities Board, placed on the Individual
    Confirmation Calendar on March 30, 1995, found on page 995 of the the
    Senate Journal and deferred by Senate Resolution 14 on April 13, 1995.

         Senator Bisignano moved that the foregoing appointment be confirmed
    by the Senate.
