         Senator Freeman offered amendment S-5531 filed by Senators Freeman,
    et al., from the floor to page 20 of amendment S-5464.

         Senator Judge raised the point of order that amendment S-5531 was
    not germane to amendment S-5464.

         The Chair ruled the point well taken and amendment S-5531 out of
    order.

         Senator Judge moved the adoption of amendment S-5464 as amended,
    which motion prevailed by a voice vote.

         Senator Judge moved that the bill be read the last time now and
    placed upon its passage, which motion prevailed by a voice vote, and the
    bill was read the last time.

         On the question Shall the bill pass? (H.F. 2416) the vote was:
