         The Senate met in regular session at 1:45 p.m., President Boswell
    presiding.

         Prayer was offered by the Reverend Gerald McGee, pastor of the
    United Methodist Church, Rockwell City, Iowa.

         The Journal of Thursday, March 21, 1996, was approved.



                                LEAVES OF ABSENCE

         Leaves of absence were granted as follows:

         Senators Jensen and Bartz until they arrive and Senators Iverson
    and Kramer for the day on request of Senator Rife.



                           BILLS REFERRED TO COMMITTEE

         Senator Horn asked and received unanimous consent that House Files
    2366 and  2413 be referred from the Regular Calendar to the committee on
    Ways and Means.



                           BILLS REFERRED TO COMMITTEE

         Senator Horn asked and received unanimous consent that the
    following bills on the Senate Calendar no longer eligible under Senate
    Rule 60 be referred to committee.

                                   AGRICULTURE

         Senate Files 2339, 2340, 2369 and 2397.

                                BUSINESS & LABOR

         Senate Files 188 and 2027.
