         The Senate met in regular session at 9:05 a.m., Senator Connolly
    presiding.

         Prayer was offered by the Reverend John Koedyker, pastor of the
    Community Reformed Church, Clinton, Iowa.

         The Journal of Wednesday, March 20, 1996, was approved.



                              INTRODUCTION OF BILL

         Senate File 2452, by committee on Ways and Means, a bill for an act
    relating to the modernization of the vital statistics process and
    establishing a fee.

         Read first time and placed on Ways and Means Calendar.



                                LEAVE OF ABSENCE

         Leave of absence was granted as follows:

         Senator Flynn for the day on request of Senator Horn.



                     CONFIRMATION OF GOVERNORS APPOINTMENTS

                         (En Bloc Confirmation Calendar)

         In accordance with Senate Rule 59, Senator Horn called up the
    following eligible appointees listed on the En Bloc Confirmation
    Calendar:

         Linda Hopkins as a member of the Accountancy Examining Board.

         Dorothy A. Anderson and Rebecca S. Beach as members of the Board of
    Behavioral Science Examiners.
