                              EXPLANATION OF VOTES

         MR. PRESIDENT: I was necessarily absent from the Senate chamber on
    Thursday, March 14, 1996. Had I been present, I would have voted nay on
    amendment S-5357 to Senate File 2448 and aye on Senate Files 2448 and
    2419 and House File 2247.

                            PRESENTATION OF VISITORS

         The Chair welcomed the following visitors who were present in the
    Senate chamber:

         Fourteen students, members of the Jackson County 4-H program,
    Maquoketa, accompanied by Judy Connolly and Wanda Cornelius. Senator
    Flynn.



                              MOTION TO RECONSIDER

         MR. PRESIDENT: I move to reconsider the vote by which Senate File
    2411 passed the Senate on March 18, 1996.

    similar Senate File 2210 on the Senate calendar.
