         MR. PRESIDENT: I was necessarily absent from the Senate chamber on
    March 7, 1996, attending a meeting of the Board of Corrections when the
    vote was taken on Senate File 2220. Had I been present, I would have
    voted aye.

    Final Bill Action: SENATE FILE 2195, a bill for an act relating to the
    Iowa communications network by providing for state ownership of a Part
