         Relating to and making appropriations to certain state departments,
    agencies, funds, and certain other entities, providing for regulatory
    authority and other properly related matters, transferring lottery
    revenues to the general fund of the state, and authorizing the
    assessment of a surcharge on workers compensation benefits paid.

         Appropriations

         Relating to appropriations for the department of human services and
    the prevention of disabilities policy council and including other
    provisions and appropriations involving human services and health care
    and providing an effective date provision.

         Appropriations

         Relating to and making appropriations to the department for the
    blind, the Iowa state civil rights commisssion, the department of elder
    affairs, the Iowa department of public health, the department of human
    rights, the commission of veterans affairs, and the governors alliance
    on substance abuse.
