         The Senate met in regular session at 9:44 a.m., Senator Connolly
    presiding.

         Prayer was offered by the Reverend Steve Aronowitz, pastor of the
    Mount Vernon Community Bible Church, Mount Vernon, Iowa.

         The Journal of Tuesday, February 20, 1996, was approved.



                     HOUSE MESSAGES RECEIVED AND CONSIDERED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on February 20, 1996, passed the following bills in which the
    concurrence of the Senate is asked:

         House File 2018, a bill for  an act relating to the statewide
    applicability of real estate improvement districts and providing an
    effective date.

         This bill was read first time and passed on file.

         House File 2183, a bill for  an act relating to the validity of
    certain marriages.

         This bill was read first time and passed on file.

         House File 2196, a bill for  an act transferring gambling moneys to
    the rebuild Iowa infrastructure fund and providing retroactive and
    effective dates.

         This bill was read first time and passed on file.
