         The Senate met in regular session at 9:14 a.m., President pro
    tempore Bisignano presiding.

         Prayer was offered by the Reverend Stan Nielsen, pastor of the
    United Lutheran and St. Johns Lutheran Churches, of Shelby and Persia,
    Iowa.

         The Journal of Wednesday, February 7, 1996, was approved.



                     HOUSE MESSAGES RECEIVED AND CONSIDERED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on February 7, 1996, passed the following bills in which the
    concurrence of the Senate is asked:

         House File 2036, a bill for  an act relating to certain telephone
    companies and permitting their reorganization as cooperative
    associations.

         This bill was read first time and passed on file.

         House File 2111, a bill for  an act relating to taxation within the
    state by changing the computation of the inflation factors for the tax
    brackets and standard deduction of the state individual income tax,
    exemptions from the state inheritance tax, and reducing the school
    district uniform levy for purposes of providing tax relief and providing
    effective and retroactive and other applicability date provisions.

         This bill was read first time and passed on file.
