    Final Vote: Ayes, 11: Gettings, Drake, Black, Connolly, Dearden,
    Douglas, Fink, Halvorson, Jensen, Lind and Rittmer. Nays, none. Absent
    or not voting, 1: Fraise.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.
