         The Senate met in regular session at 9:13 a.m., President pro
    tempore Bisignano presiding.

         Prayer was offered by Father Gordon Gittins, pastor of St. Clares
    Catholic Church, Clarinda, Iowa.

         The Journal of Thursday, January 19, 1995, was approved.



                                LEAVES OF ABSENCE

         Leaves of absence were granted as follows:

         Senators Boswell, Neuhauser and Szymoniak until they arrive on
    request of Senator Horn.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 46 present, 4 absent and a quorum present.



                               UNFINISHED BUSINESS

                           (Deferred January 19, 1995)

    Senate File 7

         The Senate resumed consideration of Senate File 7, a bill for an
    act relating to the knowing transmission of the human immunodeficiency
    virus and providing penalties, deferred January 19, 1995.
         Senator Boettger offered amendment S-3016 filed by Senators
    Boettger, McKean and Vilsack from the floor to page 1 of the bill and
    moved its adoption.

         Amendment S-3016 was adopted by a voice vote.

         Senator Vilsack moved that the bill be read the last time now and
    placed upon its passage, which motion prevailed by a voice vote, and the
    bill was read the last time.

         On the question Shall the bill pass? (S.F. 7) the vote was:

         Senator Horn asked and received unanimous consent to take up for

         On motion of Senator Halvorson, Senate File 45, a bill for an act
    changing the name of the league of Iowa municipalities to the Iowa
    league of cities, was taken up for consideration.
         Senator Halvorson moved that the bill be read the last time now and
    placed upon its passage, which motion prevailed by a voice vote, and the
    bill was read the last time.

    the State o Iowa to restrict the expenditure of state license   fees

    private funds appropriated, allocatd, or received   by the state for

         Relating to the regulation of games of skill, games of chance, and
