         The Senate met in regular session at 10:18 a.m., President Boswell
    presiding.

         Prayer was offered by the Reverend John Epperson, pastor of the
    Christian Church, Grinnell, Iowa.

         The Journal of Thursday, April 20, 1995, was approved.



                                LEAVES OF ABSENCE

         Leaves of absence were granted as follows:

         Senators Deluhery and Flynn until they arrive on request of Senator
    Horn.



                           BILLS ASSIGNED TO COMMITTEE

         President Boswell announced the assignment of the following bills
    to committee:

         H.F.          511           Commerce
         H.F.          555           Ways and Means
         H.F.          563           State Government
         H.F.          565           Appropriations



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 44 present, 6 absent and a quorum present.
