         The bill having received a constitutional majority was declared to
    have passed the Senate and the title was agreed to.

         Senator Neuhauser asked and received unanimous consent that Senate
    File 480 be withdrawn from further consideration of the Senate.



                             HOUSE MESSAGES RECEIVED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on April 18, 1995, passed the following bills in which the
    concurrence of the House was asked:

         Senate File 428, a bill for  an act to provide for the reciprocal
    rendition of prisoners as witnesses in criminal proceedings and
    providing an effective date.

         Senate File 438, a bill for  an act relating to juvenile justice
    including notice requirements for certain hearings and authorizing
    associate juvenile judges to perform marriage ceremonies.

         ALSO: That the House has on April 18, 1995, amended and passed the
    following bills in which the concurrence of the Senate is asked:

         Senate File 201, a bill for  an act updating the Iowa Code
    references to the Internal Revenue Code and providing retroactive
    applicability and effective dates (S-3478).

         Senate File 315, a bill for an act relating to mental health and
    developmental disabilities assistance by extending a moratorium on the
    number of intermediate care facility for the mentally retarded beds and
