    COMMUNICATIONS AND INFORMATION POLICY

    Final Bill Action: HOUSE FILE 461, a bill for an act relating to the
    Iowa communications network by directing the Iowa telecommunications and
    technology commission to conduct studies concerning the possible sale of
    the network, and the possible conversion of the network into a public
    utility.

    Recommendation: DO PASS.

    Final Vote: Ayes, 7: Dvorsky, Deluhery, McLaren, Flynn, Hansen, Jensen
    and Redfern. Nays, none.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.



    JUDICIARY

    Final Bill Action: HOUSE FILE 492, a bill for an act relating to
    landlord remedies for tenant noncompliance with a rental agreement and
    acts constituting a clear and present danger.

    Recommendation: AMEND AND DO PASS AS PROVIDED IN AMENDMENT S-3372.

    Final Vote: Ayes, 10: Giannetto, McKean, Bisignano, Boettger, Fraise,
    Hansen, Maddox, Neuhauser, Redfern and Szymoniak. Nays, 3: Vilsack,
    Halvorson and Hammond.  Absent or not voting, 2: Bartz and Drake.

    LOCAL GOVERNMENT

    Final Bill Action: HOUSE FILE 128, a bill for an act relating to
    administrative procedures of rural water districts.

    Recommendation: DO PASS.

    Final Vote: Ayes, 9: Sorensen, Fink, Maddox, Black, Fraise, Halvorson,
    McKean, Rittmer and Zieman. Nays, none. Absent or not voting, 1: Judge.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.

    ALSO:

    Final Bill Action: HOUSE FILE 212, a bill for an act relating to the
    delegation of authority to an administrative agency of a city.

    Recommendation: DO PASS.
