Absent or not voting, 1: Borlaug The bill having received a constitutional majority was declared to have passed the Senate and the title was agreed to. Senate File 447 On motion of Senator Black, Senate File 447, a bill for an act relating to erosion occurring on the site of construction projects by providing civil penalties for violations and for the appropriation and use of the civil penalties, was taken up for consideration. Senator Black asked and received unanimous consent that action on Senate File 447 be deferred. Senate Concurrent Resolution 20 On motion of Senator Banks, Senate Concurrent Resolution 20, a concurrent resolution in support of improvement in the wetland delineation process and a moratorium on wetlands determination until the 1995 farm bill has been passed and signed into the law by the Congress and the President, was taken up for consideration.
