    relating to health care and health care coverage by establishing a
    health education and advocacy program, by requiring certain disclosure
    by providers of health care coverage, prohibiting the use of premium
    income for certain purposes, and establishing complaint procedures.

         Senate File 411, by committee on Commerce, a bill for  an act
    relating to authorization of price regulation for utilities providing
    communications services.

         Senate File 412, by committee on Communications and Information
    Policy, a bill for  an act relating to the Iowa communications network
    by making an appropriation to be used for Part III connections.

         Senate File 413, by committee on Natural Resources, Environment and
    Energy, a bill for  an act relating to underground storage tanks by
    increasing the environmental protection charge, providing for the use of
    risk-based corrective action standards, expanding property transfer
    insurance and loan guarantees, extending the compliance date for upgrade
    requirements, creating marketability and innocent landowner funds and
    providing benefits, requiring certification of groundwater professionals
    and creating a penalty, requiring a study, and providing for repeals,
    and implementation, effective date, and retroactive applicability
    provisions.
