         Allan T. Thomas, Dubuque, Dubuque County, for appointment as a
    member of the Utilities Board pursuant to Section 474.1 for a term
    beginning May 1, 1995, and ending April 30, 2001.

         As members of the Wallace Technology Transfer Foundation of Iowa
    pursuant to Section 15E.154:

         Steven S. Berger, Wellman, Washington County, for appointment for a
    term beginning February 21, 1995, and ending April 30, 1995, and for
