         The Senate met in regular session at 9:04 a.m., President Boswell
    presiding.

         Prayer was offered by Monsignor Louis Kollasch, pastor of St.
    Malachys Church, Madrid, Iowa.

         The Journal of Wednesday, February 22, 1995, was approved.



                     HOUSE MESSAGES RECEIVED AND CONSIDERED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on February 21, 1995, passed the following bill in which the
    concurrence of the House was asked:

         Senate File 84, a bill for  an act relating to individual health
    insurance and individual health benefit plan reforms, and establishing
    an income tax credit for certain individuals.

         ALSO: That the House has on February 20, 1995, adopted the
    following resolution  in which the concurrence of the Senate is asked:

         House Concurrent Resolution 14, a concurrent resolution to urge the
    Governor and the citizens of Iowa to make available to the people of
    Japan all appropriate aid and assistance to help the people of Japan
    recover from the disastrous earthquake of January 17, 1995.

         This resolution was read first time and passed on file.
