         Senator Kibbie moved that the bill be read the last time now and
    placed upon its passage, which motion prevailed by a voice vote, and the

    Constitution of the United States to limit the years of service of
    members of Congress.

    resolution requesting the proposal of an amendment to the Constitution
    of the United States to change the term of office of members of the
    House of Representatives.
