NINTH CALENDAR DAY SIXTH SESSION DAY Senate Chamber Des Moines, Iowa, Tuesday, January 17, 1995 The Senate met in regular session at 10:14 a.m., President Boswell presiding. Prayer was offered by the Reverend David Renfro, pastor of the St. Paul Lutheran Church, Aurelia, Iowa. The Journals of Thursday, January 12 and Friday, January 13, 1995, were approved. INTRODUCTION OF BILLS Senate File 38, by Bisignano, Husak, Priebe, and Douglas, a bill for an act to support renovation and capital projects relating to the Iowa state fairgrounds by providing an appropriation. Read first time and passed on file. Senate File 39, by Banks, a bill for an act relating to underground storage tank upgrade requirements and providing effective and retroactive applicability dates. Read first time and passed on file. LEAVES OF ABSENCE Leaves of absence were granted as follows: Senator Giannetto until he arrives on request of Senator Horn; Senator McKean until he arrives on request of Senator Bartz and Senator Lundby until she arrives on request of the Chair. QUORUM CALL Senator Horn requested a non record roll call to determine that a quorum was present. The vote revealed 46 present, 4 absent and a quorum present. CONSIDERATION OF BILL (Regular Calendar) Senate File 17 On motion of Senator Connolly, Senate File 17, a bill for an act establishing the state percent of growth for the school budget year beginning July 1, 1995, for purposes of the state school foundation program and providing effective and applicability date provisions, was taken up for consideration. Senator Iverson offered amendment S-3003 filed by him on January 11, 1995, to page 1 of the bill. President pro tempore Bisignano took the chair at 10:43 a.m. Senator Iverson moved the adoption of amendment S-3003. A record roll call was requested. On the question Shall amendment S-3003 be adopted? Senator Connolly moved that the bill be read the last time now and placed upon its passage, which motion prevailed by a voice vote, and the bill was read the last time. Senator Horn asked and received unanimous consent that Senate File 17 be immediately messaged to the House. The Senate stood at ease at 10:53 a.m. until the fall of the gavel for the purpose of a committee meeting. The Senate resumed session at 11:13 a.m., President Boswell presiding. SSB 22 Ways & Means Relating to the reduction in the individual income tax rates, providing for urplus moneys to replace the general fund revenue loss as a result, establishig a rate reduction replacement fund, and appropriating moneys to the cash reseve fund, and providing effective and retroactive applicability date provisions SSB 23 Ways & Means Relating to the deduction and credit for amounts paid for tuition and textboks for elementary and secondary schools under the state individual income tax nd providing effective and applicability date provisions. SSB 24 Ways & Means Allowing an individual income tax credit for premiums paid for the renewal o a certified long-term care insurance policy or contract and providing an applcability date provision. SSB 25 State Government Requiring that a publication whose standards are incorporated by reference i agency rulemaking be purchased and provided by the agency to the administratie rules coordinator for deposit in the state law library.
