    Final Vote: Ayes, 13: Giannetto, Vilsack, McKean, Bartz, Bisignano,
    Boettger, Drake, Halvorson, Hammond, Hansen, Maddox, Neuhauser and
    Redfern. Nays, none. Absent or not voting, 2: Fraise and Szymoniak.
