The Senate met in regular session at 9:19 a.m., President Boswell
presiding.
Prayer was offered by the Reverend Ed Phillips, pastor of the
Riverside United Methodist Church, Fort Dodge, Iowa.
The Journal of Tuesday, January 17, 1995, was approved.
ADOPTION OF RESOLUTION
(Regular Calendar)
Senate Concurrent Resolution 5
On motion of Senator Bisignano, Senate Concurrent Resolution 5, a
concurrent resolution to request that Congress propose a Constitutional
amendment, for ratification by the states, which would specify that the
Congress and the states have the power to prohibit the physical
desecration of the American flag, was taken up for consideration.
Senator Bisignano moved the adoption of Senate Concurrent
Resolution 5.
A record roll call was requested.
On the question Shall the resolution be adopted? (S.C.R. 5) the
vote was:
