                                COMMITTEE REPORT

    JUDICIARY

    Final Bill Action: SENATE CONCURRENT RESOLUTION 1, a concurrent
    resolution to request that Congress propose a Constitutional amendment,
    for ratification by the states, which would specify that the Congress
    and the states have the power to prohibit the physical desecration of
    the American flag.
